FRANCIS WHITE PAPERS
Scope & Content Note
Francis White entered the Foreign Service in 1913. After various postings
including Peking, Tehran and Havana, he was assigned to the Department of State in
1922, became Chief of the Division of Latin American Affairs in 1923, and then
Assistant Secretary of State in 1927. White's profound interest and expertise in Latin
American affairs are documented by materials accumulated during his service as
councilor of the American delegation to the 6th International Conference of American
States at Havana, 1928, and its direct outcome--the International Conference of
American States on Conciliation & Arbitration at Washington, 1928-29. He also was a
delegate to the 4th Pan American Commercial Conference at Washington, 1931, and
served as chairman of the Commission of Neutrals for the Bolivia/Paraguay Dispute in
the Chaco, 1929-33. These files also contain materials documenting White's involvement
in the Peru-Colombia question over Leticia, the Guatemala-Honduras Boundary Dispute,
Panama, the Platt Amendment with Cuba, and the Tacna-Arica Boundary Commission.
The Tacna-Arica Question embittered relations between Chile and Peru for
many years. General John J. Pershing, who served. as member and president of
Tacna-Arica Plebiscitary Commission until ill health caused his retirement in 1926,
led the efforts of the United States Department of State to mediate a settlement
through a plebiscite with no result. Relations improved after the 6th International
Conference of American States at Havana, however, and diplomatic relations were
reestablished. Herbert Hoover shared in the responsibility and the credit for bringing
about the final settlement by meeting with the principals during his visit as President
elect to Peru and Chile in December, 1928.
