ARTHUR KEMP PAPERS
Scope & Content Note
The Papers of Arthur Kemp contain correspondence, memoranda, reports,
drafts, speech files and printed material documenting his working and personal
relationship with Herbert Hoover. Their association began early in 1943 when
President Hoover selected the young economist to help him with research work.
They worked together daily at Mr. Hoover's 31-A Waldorf Astoria apartment
(except for the interim of Kemp's World War II army service) until 1953 when
Kemp joined the faculty of Claremont Men's College, now Claremont McKenna
College, in Claremont, California.
Kemp, who was experienced in research and recognized good scholarship,
became Hoover's principal assistant. Devoted to common principles, he became
Hoover’s "alter ego" with regard to his Writings. They worked as a unit, with Kemp
concentrating his efforts on making Herbert Hoover's writings as effective as possible.
Much of the significance of the Kemp papers is found in the many memos and notes
reflecting both Hoover and Kemp's thoughts and ideas.
After moving to California, Kemp spent summers at the Hoover institution in
Palo Alto doing research for Hoover's writings, much of it in World War II documents
which were then becoming available. This information was provided to Hoover who
then incorporated selections into the "War Book", an indictment of Communism and
America's entry into World War II. This work also analyzed America's foreign policies
from the Hoover Administration into the 1950's. Known to Kemp as the "War Book"
and to many of Hoover's friends as the "Magnum Opus", the working titles for the
manuscript included "Freedom Betrayed" and "Lost Statesmanship".
The Kemp Papers also provide the researcher with a substantial body of
articles, speeches and book reviews written by the donor. Also included are other
materials documenting his career as an economist and as a promoter of the economic
education programs and academic activities described in his biographical sketch.
