HERBERT J. MILLER PAPERS
Scope and Content Note
Herbert John Miller was born in Heron Lake,
Minnesota, on November 17, 1894. After attending the
University of Minnesota (1917) and the Sorbonne (1918),
he organized the Minnesota Taxpayers' Association (1924),
serving as executive secretary from 1927 to 1930.
Miller also served as president of the Minneapolis
Civic and Commerce Association (1935-39) and as executive
director of the Minnesota Resources Commission (1939-42).
In 1943, he accepted a post in Washington as associate
director of the Citizens National Committee, a group that
supplied information on government programs to state
taxpayer organizations. He later served as research
director for the Commission on Organization of the
Executive Branch of the Government (Hoover Commission)
from October 1947 to March 1949.
After the Hoover Commission concluded its work,
Miller became executive director of the Tax Foundation,
Inc., a research organization dedicated to developing
better tax structures and providing information to the
general public on government programs. After retiring in
1959, he continued with the foundation as federal affairs
counselor.
The papers (5 linear feet, 1923-77) contain
correspondence, memoranda, articles and speeches written
by Miller and others, clippings, and printed materials.
The papers do not include any pre-1923 or post-1977
materials, or any significant personal correspondence.
The Name and Subject series includes six boxes of
files concerning significant individuals, primarily
business associates (Harry F. Byrd, Raymond Moley, Davis
Paschal, William F. Swindler) and organizations in which
Miller was involved (Tax Association, Inc., Minneapolis
Civic and Commerce Association, the Minnesota Resources
Commission, and the Hoover Commission). The Writing,
Speeches and Press Releases series includes four boxes of
notes, resource materials, and articles by and about
Miller and his activities in the aforementioned
organizations.
