BONNEY YOUNGBLOOD PAPERS
Scope and Content Note
A graduate of Texas A & M in 1902, Youngblood later earned a Ph.D. in
agricultural economics from the University of Wisconsin in 1921. He served briefly
with the USDA as an assistant agriculturalist from 1907 until 1911, returning to
Texas to direct the Texas Agricul-tural Experiment Station in 1911-26. Youngblood
returned to the USDA in Washington in 1926 to establish a cotton marketing research
program, a major initiative on the part of President Hoover which was intended to find
solutions to chronic problems of overproduction, low prices and rural poverty in the
South. Consistent with the administration's free market philosophy, Youngblood
promoted alternative uses for cotton and the production of the more profitable
long-staple cotton as an answer to overproduction.
Youngblood moved to the Office of Experiement Stations in 1929, staying
until his retirement in 1950. During those years he made frequent inspection trips to
the various stations which are reflected in his papers. These papers also contain files
concerning an investig-ation begun in 1934 into the social and economic problems of
the Navaho indians. The Southwestern Range and Sheep Breeding Laboratory was
established to restore the quality of Navaho wool and woolen products and to
improve the tribe's living standard and self-sufficiency.
Although Youngblook served in the USDA at a time when the relationship
between the federal government and the American farmer was changing dramatically,
the collection contains relatively little on such programs as the Federal Farm Board,
AAA, Rural Electrificaton Administation or Resettlement Administration. However,
correspondence with M.L. Wilson the father of the domestic allotment program,
includes letters on a variety of agricultural policies. Youngblood's involv-ment in
cotton marketing studies and programs is reflected in corres-pondence, reports, and
committee findings.
One of Youngblood's pet projects involved the establishment of an agricultural
experiment station in Rio Piedra, Puerto Rico. Initially intended to study tropical
crops in the mid-1930's, the project paid handsome dividends during World War II
when tropical products such as hemp, jute and rubber were in short supply.
Youngblood's month long visits to the Puerto Rican station are reflected in reports
and corres-pondence concerning the operation of the station and its satellites and the
difficulty of working with some territorial officials after the second world war.
Youngblood was active in a number of professional agricultural organizations.
He was one of the founders of the Society for Rural Sociology and his correspondence
reveals a considerable interest in anthopolgy, sociology and the other social sciences.
