Cabinet Offices Series
Scope and Content Note
The Executive Departments series contains materials that was referred
by the departments for the attention of the President, requests for infor mation emanating
from the White House, and letters from the public which the White House referred for
departmental attention and reply. Thus, while the series does, in part, reflect the
relationship of the White House to the various departments of the executive branch; it
does not furnish a complete picture of the internal operations of the various bureaus and
divisions of the executive departments. Further documentation of this type should be
sought in the various record groups held by the National Archives.
This series contains a large number of cross references to other series within
the Hoover Papers. However, these files do contain materials that are not found
elsewhere in the collection. Some examples which may be cited include: files
concerning the "Bureau of Agricultural Economics:, "Foreign Price Supports", and
"Seed Loans" in the Agriculture Department subseries; a file concerning "Wholesale
Price Trends in Recent Depressions" in the Commerce Department subseries; and
several folders concerning the "Federal Farm Loan Bureau" in the Treasury Department
subseries.
The State Department subseries contains several folders which review the
accomplishments and activities of most of the geographic policy divisions of the
Department, particularly, the Western European, Latin American, and Far Eastern
Affairs Divisions. The Western European Division files not only include a review of
our relations with the countries of western Europe; but a synopsis of developments
with respect to such important concerns as the "League of Nations", "Disarmament",
the "Permanent Court of International Justice", the "Prevention of Liquor Smuggling",
and the "Supervision of the Traffic in and Manufacture of Arms". These State Department
materials provide a convenient overview of the Department's activities and are
supplemented by the Foreign Affairs series.
The War Department subseries includes folders on such topics of interest as
"Agencies for the Coordination of the War and Navy Departments", "Army and Navy
Disputes Over Land Based Aircraft", a 1931 "Budget Conference", "Mechanization in
the Army", the "Needs of the United States in Aircraft" (a 1931 report by Chief of Staff
MacArthur), and a 1930 "Plan for Industrial Mobilization".
The Executive Departments series is an important supplement to the Subject File
series and, in turn, is supplemented by other series such as the States File, President's
Commission for Study and Review of Conditions in Haiti, President's Committee on the
Conservation and Administration of the Public Domain, President's Organization on
Unemployment Relief, Foreign Affairs, and President's Personal File.

Many cross references have been incorporated in this latest revision of the finding
aid for the Cabinet Offices series. When the cross reference does not include a series
designation; the reference is to a folder title within the subseries where the cross
reference appears.
