PRESIDENTIAL PAPERS
                                PRESS RELATIONS SERIES

                                Scope and Content Note

The administration's relations with the press are reflected in the four subseries
which comprise the Press Relations series.  These sub-series (Editorial Analysis, Press
Conferences, Republican National Committee Press Releases, and White House Press
Releases) are more fully described in  the paragraphs which follow.  Supplementary
information concerning guidelines to follow when quoting the President, foreign
language newspapers, newspaper correspondents, and violations of release dates, etc.
may be found under "Newspapers"' and under the names of the various wire services in
        the Subject File series.

An additional set of case files for approximately one hundred newspapers,
including correspondence with some of the editors, may be found under "Newspapers"
in the Presidential Personal File series.  One of the editors in whom the President
confided was A. H. Kirchhofer of the Buffalo Evening News.  Kirchhofer had served as
associate publicity director of the Republican National Committee in 1928 and was a
frequent visitor at the White House and the President's camp on the Rapidan.
Correspondence between the two men may be found in Presidential Personal File
        number 756.

Editorial Analysis Subseries.      1929-32.     6 linear feet.

The editorial analysis sheets are spirit-duplicated and bound in volumes
according to subject.  There is no correspondence in this subseries.  The first thirty
volumes deal with general subjects and positions taken by the administration.  The
remaining eight volumes sample reactions to positions taken by the President personally.

The analysts summarized the editorial positions of selected newspapers on
specific issues.  The papers selected represented a wide range of circulation sizes and
geographical location.  In addition to this information, special symbols denoted
Democratic, Hearst, Scripps, Negro papers, and nationally syndicated editorials.  This
subseries is particularly valuable for a quick yet thorough study of press reactions to
        various Hoover administration policies.

Press Conferences Subseries.     1929-33.     2 linear feet.

This subseries consists of questions submitted to the President for comments
transcripts of the conferences, and copies of prepared statements which were furnished
to the press.  Apparently portions of the subseries are missing.  Although most of the
transcripts have survived, only a few of the questions remain.

Republican National Committee Press Releases.    1930-32.     10 1/2 linear feet.

This subseries consists entirely of mass-produced copies of the press releases
issued by the Republican National Committee.  These releases concern only the
presidential campaign of 1932 and do not include speeches or statements by the
President which were released from the White House. (See description of White House
        Press Releases below.)

These press releases emanated from two scources: Committee Headquarters in
Washington, D.C. and the Speakers' Bureau and Publicity Department in Chicago.  The
press releases emanating from the Washington office announced or recapitulated the
speaking engagements of nationally-known republicans.  Large excerpts from their
speeches are usually given.  On the other hand, most of the Chicago releases dealt with
lesser-known campaigners who were speaking in the midwest.  Although there are
complete speeches among the Chicago releases, most of them list only the subjects
of the addresses.  The Chicago releases also publicized the creation of special Hoover
campaign organizations such as Young Republican Leagues, Hoover Forums, and
Republican Women's organizations; and reprinted editorials, college polls, and statements
made by prominent persons who wished to see Hoover re-elected.  The Hoover
Headquarters Herald, a newspaper produced for distribution in the region, also seems
        to have emanated from Chicago.

A third group of press releases, containing duplicates of most of the Chicago and
Washington releases, has been arranged in an alphabetical subject file.  This subject file
also includes non-press release materials such as bulletins from the Speakers' Bureau
suggesting subjects to stress in the campaign ("Speakers Materials"), extracts of
speeches which the Bureau felt should be reused, and selected bulletins from various
state committees such as the "Albany Weekly News Letter".  These bulletins appear to
have been collected as research materials for the Speakers' Bureau.

White House Press Releases.     1918-33.     5 1/2 linear feet.

This subseries is arranged in numerical order (rough chronological order) using
the numbers assigned by the White House staff.  In addition to statements and speeches
by the President, the subseries includes a small amount of correspondence, drafts and
statements and letters from administration figures and the general public which were
released to the press.  Related papers may be found in the Public Papers and Statements
series and in the President's Personal File series.
